Every winter, countless dogs are chained outside in freezing temperatures. They have no adequate shelter from the bitter cold and endure intense suffering.

And due to insufficient animal neglect laws, and lax or infrequent enforcement of those laws, many animal victims are left to suffer and their abusers are not held accountable, free to inflict suffering on additional animal victims. This is unacceptable. Animals deserve protection and justice under the law, and it is within your power and responsibility to address harms against them.

I urge you to take immediate steps to enforce animal protection laws in our state. I trust you will give this urgent issue the swift attention it deserves.
