Who is representing the victims in animal cruelty cases?
Sadly, the answer may be no one. That is why the Animal Legal Defense Fund is leading the charge to pass Courtroom Animal Advocate Program (CAAP) laws.
Only two states have CAAP laws on the books, recognizing the need and value of animal victims having their own representative in criminal trials.

Animal victims need legal representation. Too often, the very victims at the center of criminal cruelty cases are overlooked. That is why it is imperative that all states develop and pass a Courtroom Animal Advocate Program (CAAP) law immediately.
Courtroom Animal Advocates not only make recommendations on behalf of the animal victims, but they also provide legal resources, such as gathering pertinent information from veterinarians and law enforcement officials, writing briefs, and researching past decisions in animal law.
As a member of the Animal Legal Defense Fund, I support their work to develop and pass legislation establishing these laws throughout the country. As an active and informed voter in <<STATE>>, I kindly ask you to advocate for and advance legislation that recognizes the need for Courtroom Animal Advocates in criminal animal cruelty cases.
